Maybe you've figured out some way to streamline the process better than anyone I've ever known. I'm referencing my dealings with the Corps of Engineers on a local level

It's fairly simple reasoning to deduce that large-scale, billion dollar projects mayyyyyy just move through the Corp's permitting process a tad faster than a pump station improvement project that occurs in a floodway or a smaller-scale drainage project that occurs in an environmentally sensitive area.
I understand your frustration. I have local dealings with them myself, in multiple local areas. The permitting process can be lengthy but applying your experience to all experiences is painting with too broad of a brush. Which is my entire point.
Not every permitting process is created equal.
