If you think this is normal, When and where in the actual frick did you serve? I ask because when I was in Europe back in the 80s, shite like this just didn't fly. Unit Readiness was like a fetish for the brass.

09-13. Was a logitisitcs officer, a mech inf MCO (a BMO) and while on battalion staff, was responsible for part of our unit readiness reports.
Unless you're on your ready cycle, you're reporting the unit is not ready for deployment. Most of the time it was due to training, shortages on MTOE, etc. never once was it because of equipment readiness.

Also, Europe back then was like Korea still is today. It's a special case for readiness: you're supposed to always be 100% ready, in case the reds cross the berm. It is not the same for stateside units.

I've had this discussion with my father, who was also in Germany in the 80s with M1s. Different world.

He's right, but 74% is higher than normal. A healthy peace time Army (at least) is probably around 65%.

It's that green/yellow/red thing. About a third will be fully locked and ready to go; a third will be in yellow in the process of ramping up to green (for infantry, this is the phase where you're doing team/squad/platoon/company LFX and then NTC or JRTC - you aren't considered combat ready until you pass your rotation); and another third will be coming off their six months or year of being on green. Guys will be rotating out or leaving the military; a complete overhaul of equipment; new kids out of basic are coming in; basic individual skills training and re-training and so forth.

You could probably ramp up a red unit to green within three or four months if you 100% absolutely, positively had to, but it's a waste of financial resources and incongruent with our planning to have every single unit at 100% all the time.
