We're maybe 10 years away from the world's first flux capacitor.

Is this like the dark crystal?

You're joking but, if somehow this were to ever happen, the world would instantly end so we better hope it doesn't
It's kind of an underrated aspect in pop culture "time travel" stuff, but realistically there are tiny little things in every day life that can affect the entire world massively. Something as small as a squirrel spotting you and stopping for a few seconds could literally change the world somehow. If the squirrel hadn't seen you, and kept going, maybe it runs into the road, causes a car to swerve and kill the man who cures cancer. Of course it doesn't have to be that dramatic, but even on a smaller scale, just think about your own life. Maybe one time someone let you go first at a stop sign and you didn't even think about it, but the 2 seconds you gained allowed you to meet someone who ended up introducing you to your future wife or something. That person at that stop sign affected your entire life. If someone went back in time and even just walked around being normal, it could literally change absolutely everything about the entire world as we know it. This could never be allowed to happen.

So I can't go back and have my way with wenches?

I'm more interested in the state of matter under Ms. Betty Childs' sweater.

The Clinton Foundation is investing as we speak.

AKA, the butterfly effect.

Thing most don't realize about time travel is you can't just move through. The problem is the earth is in or bit around the sun, so if you were to move back in time to the same spot, you would end up in empty space since the earth would have revolved to another location. A time machine would also need to be a space ship in order to hit the right location at that moment in time.

It seems they are periodically pulsing the crystals with a laser, so no perpetual motion as external energy is being added.

That's why the call it spacetime. Time machine is a misnomer
