That is by no means certain. We sure as hell didn't blow out Jacksonville State or Mississippi State in "devastating" fashion. I don't see how they were much better. One of the signature criticisms of Miles was that he would let an inferior team play us closer than they should.

Every coaching change is done with the intention of improving. Nobody ever said "let's fire the coach we have and hire one who's worse". They might not always be right in thinking that the change will result in improvement, but they always think it, so there is literally never a situation like the one you are describing.
