It's an agricultural practice, how is this a benefit over others? They have to abide by certain rules and have a burn plan in order to burn right now. And if they don't have one at other times, they are just as liable as any other person that fails to control a burn.
They can still burn industrial forestland as well, because prescribed burning is an agricultural practice.
