In a city the size of Houston or LA, what would you suggest they do about it? How many law enforcement resources would you commit to this instead of actual policing?

You can do it temporarily, like Houston will before the Super Bowl. But it's a losing battle you'll never win.

I'm not sure. My question is, though, why has this phenomenon seemingly exponentially exploded in the past several years?

It used to be somewhat unusual to see someone sleeping outside in cities beyond one or two "bums" here and there. Now you see them by the hundreds, with tents and tons of shite accumulating around them, literally pretty much everywhere you travel. The question is, where were these people 10 years ago, and why do we have this sudden proliferation of this shite?
