I think he's just venting that the people who had everything given to them before will have everything given to them again and that the hard working people will be stuck for paying for everything. It's like the more you make the more they tax you.

After Katrina we got a $2500, I think, FEMA disaster grant just after the storm. To fix our place we had to take out an SBA loan. Ours was $190k, we had just bought our home and had no flood insurance...the federal government, not FEMA, came back and gave us a $150k grant to pay off what it did of the SBA loan.

Call FEMA. I just got off the phone with them. Didn't misunderstand anything. It's a fact. It's even in the papers they send you after you fill out application.

No I think he's upset for the same reason a lot of other hard working people are... because if you bust your arse to better yourself you get shite on in this country.
Work and pay taxes into the system your whole life. The one time you need help you get denied because you worked too hard to better yourself. Meanwhile if you feed off the system your entire life don't worry... you'll get even more for doing nothing.

Thanks for raising the awareness on this issue. This is going to be very bad news for, I'll bet at least half of the flood victims. This is just awful and soul-crushing news.

I remember something like this with student loans. My parents had great credit, so the government would give them enough loan money to cover my fee bill. But my parents wouldn't get the loan so I was stuck. Classmate's parents had shite credit so he qualified for extra loan money on his own (but turned the loan down. His parents other shite choices were enough to get him plenty of free money). Crazy thing is, I was working and being responsible, paying my bills on time, and he was lazy and had no credit.

To me, this quote from FEMA backs up what OP told us. The "kinds of help provided depend on an applicant's circumstances and unmet needs."
This means that there's more than one kind of "help". One kind of help is an SBA loan. If you qualify for that loan, you will be offered an SBA loan, but not a FEMA grant.
If you are poor and your credit rating is bad enough to disqualify for an SBA loan, you may receive the FEMA grant.
