That's because that's how it should be. If you're too poor to pay, they can find something to work off the fines. If they don't work those community service hours, then I understand locking them up.

I don't see the incentive of putting them in jail, costing the city even more money. Maybe they could go the route of offering income adjusted payment plans or wage garnishment - or offer a weekend work plan to pay off the debt. All of those seem like better solutions than tossing people in jail, where they're sure to not be able to pay the debt. Once all of those solutions are exhausted/turned down, sure, jail might be the only means to force their hand.

It is actually unconstitutional to jail someone for not having the means to pay court fees/fines
The goal isn't to punish someone for being poor, it is to punish someone for disobeying the law. There are plenty of ways to do this without adding unauthorized extension fees and jailing people unconstitutionally.

My guess is the broke arse city doesn't pay for incarceration costs. They likely have a grant that allows them to make money off of people in jail.

The state pays local fiefdoms to imprison people. Thats why most state legislators have close family members on Sheriff office payrolls. They scratch each other's back.

And setting up a payment plan can greatly increase the price of the fine
2 parking tickets for less than $200. Woman pays $500+ yet still owes another $500 due to fees and other fines. That is absurd
Failing to pay a fine can result in having your driver's licence suspended. Makes sense...you can't pay the fine and now you can't get to work.

yeah, when the DAs collude with the police and lie under oath, Plattsmeir needs to come in and rolls some heads. No excuse for that BS.
Go to any City Court in the State and you will see hundreds of poors stuck in the system, but most of them do not get jailed.
