From what I remember from the books, the White Ravens are used to announce the arrival of Winter. I'm almost positive this already happened in one of the very early seasons, but I could be wrong. Do they have any other purpose?

It is not specifically winter. they announce the changing of the seasons. The one it season one or two, whichever it was, was the announcement that the long summer has come to an end (Autumn). This one announces that mother fricking winter has arrived. Get hype!

I think any announcement the Oldtown maesters deem important enough. Maester Cressen, the Dragonstone maester in the beginning of A Clash of Kings just says that they are only used for the most important of messages.
