If the tank he fell into still contained raw sewage he could've even passed out from the fumes once he fell in

I cant think of a worse way to go. If he drowned, that would suck since they say thats the worse way to go, but its not just drowning.. its drowning in shite & piss.

There are hundreds of scenarios where even a good swimmer could drown. Did he hit his head falling in? Did he get trapped under skimmer or by rake. Was he working with another operator? Was there a ladder for him to climb out in the event that he fell in?

Not always. Those tanks are aerated to keep the smell down. A sewage plant shouldnt smell like shite. If it does, then it means it went septic and there is a problem.

Truth. There arent any rakes or skimmer arms in the tank. Only aerators and pumps. Raw sewage is piped into the plant by pumps located all around the city. The sewage enters the plant and goes through a rake/screen/skimmer (basically a bunch of vertical metal rods. Thats to remove the tampons, condoms, big items people flush away. But its not in the tank. Its water flowing so it passes though the rake and falls in the tank. From there its aerated for at least 12 hours a day in the first tank to let the sludge fall to the bottom.
That sewage is pumped into the next tank where it will further break down, and then that is pumped into the 3rd tank where its basically just water. In the 3rd tank that water is chlorinated to kill most of the germs. Once thats done its pumped into a ditch or canal and the whole process is repeated.

Doesn't matter whether you can swim or not. If you fall into a water tank that is being aerated, you will hit the bottom hard enough to break your legs.

I have been to a treatment plant several times. Unless the tank is empty you arent breaking your legs. The tank is over 12ft tall. It will have at least 6ft of sewage water in there being aerated. It wont suck you down in the sewage. The aerators are on floats so you could hop on top of one. The guy most likely couldnt swim and drowned in shite and waste. Its some nasty stuff when you see how many condoms and tampons are actually flushed down a toilet.

The aeration introduces, well, air into the water. This means that what was initially just a tank of water has now become a tank containing a water/air mixture that possesses a density somewhere between what each would have independently. It might slow you down a bit more than air would as you fell through it, but you definitely wouldn't be swimming (or breathing) in it.

I have no idea how these work, but why would he be by himself in a dangerous area or doing something where he could fall? I'm assuming there were countless safety measures broken in order for him to drown?
