Tops was initially started by a single donation from a charitable person, then was picked up by the state as a program to keep students/grads in LA.
AGAIN, TOPS is an achievement based system, not getting free handouts because you're too lazy to get a job.

don't know if you heard but the state budget is in bad shape so it is probably past time to end this state charity that the state can't afford anyway
