yeah, what a jerk. What is hilarious about these guys is that if TOPS didn't exist and he proposed something like it, they would be calling him a socialist for wanting to implement a free college program. Bunch of dumbass hypocrites.

Tops was initially started by a single donation from a charitable person, then was picked up by the state as a program to keep students/grads in LA.
AGAIN, TOPS is an achievement based system, not getting free handouts because you're too lazy to get a job.
