Of course it is, but it does not apply to redlight camera tickets. The camera tickets do not have a court date, ergo you can not fail to appear.
You're confused about the wording. Just because you are not required to appear, does not mean you do not have a court date.

It's a civil ticket not a traffic ticket, says it on the ticket, it also states that a late few will be assessed if not payed on time not a warrant

refers to paying the traffic citation you were issued in lieu of appearing in court to pay the traffic citation you were issued. Not a civil ticket mailed to you by an out of state third party administrator.

Not true. Civil enforcement only. In fact it is against the law to issue criminal enforcement traffic tickets through automation in the state of LA. They are a civil penalty which they say they can boot your car or report you to a debt collector.

I got my wife booted. I ended up paying the price one way or the other. However, I did not "get my arse tore up at OPP." Only at home.
