The culture where we wont pay them, force em to go to school and grown men sit their farasses on the couch and critique them endlessly on their performance with no concept of what they are trying to accomplish.

I don't agree with the terminology, however people are pretty immature until at least 24. I don't remember the science of it, but somewhere around there is when the brain really develops.

The one where:
-You can't legally purchase or consume alcohol until you're 21
-You can't rent a car (or at least rent one without substantial restriction) until you're 25
-You have the option to remain on your parents health insurance as a dependent until you're 26

There are, without question, things we should require of 20 year-old persons in our society, but to assume they are fully formed individuals is incorrect. Most human brains are not fully formed until age 25 (which is the primary reason most people under 25 are idiots).
