That's an excellent idea.
In reference to Skyrim: Skyrim and the Elder Scrolls in general is about your character possessing that one super rare trait that makes them a sort of demi-god, special picked to perform this one task and save all of existence. The narrative of GOT doesn't fit. Who would we play, Jon Snow? We don't know who's going to be the savior yet.

GoT would need to be a combination of RPG and RTS game, moving between the mico level of a single character to the macro level of strategic, Risk-like army manuevering.
Some kind of Heroes of Might and Magic or something.
Or they could release little modules that cover specific plots. Game of Thrones: the Night's Watch or Game of Thrones: King's Landing
