You're prosecuted for doing something that (albeit sick) is not a crime where it took place?

Yep. The U.S. doesn't want its citizens traveling to other countries to have sex with kids.

Yep, and rightfully so IMO. Pretty sure it falls under the PROTECT Act of 2003 which was designed in part to stop "sex tourism."

Basically you cannot have sex with someone under the age of 18 while outside of the US or you risk prosecution once you return.
