It just depends on your laptops specs honestly. In the early game it will run on just about any rig but there is a lot going on under the hood in the mid to late game so it can bog down older machines a little.

I've been thinking about giving Victoria II a try, I've been logging in some serious hours playing Hearts of Iron II lately (I just cannot get into HOI 3 for whatever reason) and Victoria II seems interesting. Once you get past the learning curve how does it play?

i got 2 hearts of iron games with my bundle i got on ebay, im addicted to CK2 though. 6 hours in and i have no clue what im doing, but for some reason i have a hard time getting off the game

It plays like HoI but as the later is focused more on the tactical ends of war fighting in principal Vicky 2 is more about nation building through the industrial age. Its really a great game that really ties it all together.

Thats how you learn man. You can watch videos until you are blue in the face but every new game will play different and you just have to dive into it and get your feet wet.

Must click on the council tab, and send your steward to a region with the fabricate claim mission. I am assuming you did that. If you click on the character screen for your guy, and look at the bottom, their will be the sigil of the region and that shows its inheritance rules and if it a strong claim or weak one. You then click on the region that the claim belongs to, click their leader to get to his character screen, right click him, and then declare war.
Note you can not declare war if you have actively hired mercenaries or your levies raised.
Watch the youtube maker Arumba tutorial series. He gives a lot of info.

I think the levies may be my problem, i had a strong claim too. then i killed my wife and everyone hates me now. I had a wave of consumption roll through my family, any way to stop that? i tried to imprison the sick to quarantine, and that didnt work at all

Don't imprison. Will give you big penalties to your opinion and tyrant trait. Only imprison if your spymaster discovers a plot and it specifically says that you will have no negative opinion because you are just in imprisoning them.

Takes a while to get something going sometimes. Just have to be patient. Is a grand strategy game after all, have 800 years to build.
