Because Houston only has 3 non rookie scale contracts on the books. Dwight, Harden and Ariza account for $46 million. Everyone else they are committed to is either on a team option or cheap rookie deal/cap hold. Houston is an unusual "success" story in that they built through drafting in purgatory (low-mid teens) and were in the right place at the right time to land 2 disgruntled stars. Just because they have cap space to go after a big fish doesn't mean they'll be as good as last year either. Landing a big fish will cost them a good bit of depth. They've already talked about dumping Jones and may well lose Brewer and Josh Smith, plus they'd also lose Papanikolau and Prigioni creating cap space. So they are having to make tradeoffs too, it's just a different set of tradeoffs.
