London

Barcelona is out because it is considered "party" maybe Nice or Prague could be talked into

If I was going alone it would be Barcelona

Thanks to some financial gains, we plan on a trip every 2 years overseas from here until we are dead

While I have absolutely no desire to visit either (I've heard London is very dreary and Paris is very dirty), if forced to choose one I'd probably choose London.

I'm not saying London doesn't have great food. It most definitely does but still doesn't compare to what Paris has to offer.

London. Not even close
It's close but it is London.
Central London is really walkable. The Paris Metro and the London Underground are equally convenient except the mother tongue of the Paris version is Frenchy talk.
The nice thing about London vs Paris is that one can chose either and be OK.

we have a rental car for this portion of the trip, so both places are 4 hours away....
Amsterdam is only 1 hour 50 minutes away and they have a few other cities that would be worth visiting as well. I really don't want to hop on a plane and go to Milan

Went to both last spring and out of the two, London. However I would go to Barcelona over both of them.

If you have a rental car, I'd skip Paris and London and go see some French countryside.
Reims (heh, heh), Verdun, Alsace, Nancy, Strasbourg.
A car is an anchor in Metro Paris or London.
Paris and London will be there for your next trip.

Our flight arrives in Brussels and leaves from Brussels so we want something we can get back to in a day. The GF wants to see both of those cities so we are looking at driving into either and than walking/bus/train to get around from there.

Paris is overrated. If you can, extend your trip in London and just take the White Star over for a day.

I enjoyed Paris more. Went on a trip with my then gf, now wife.
My favorite museums were the Orsay and the Van Gogh museum (which is a little further out of the way). The Orsay had a lot of classical sculpture and their selection of paintings were also more to my taste than the more modern art paintings of the last hundred years (perhaps because I'm uneducated on most of those artists). The Van Gogh museum was nice because it did a good job of showing his development and changing styles. It gave me an understanding of what he was trying to accomplish and where his style came from... perhaps it would take a similar effort for many of the other modern artists before I really "get" or appreciate their work.
Provided the Ms is ok with the topless women the Moulin Rouge is also a very good show that really is more than a bunch of tits in your face. Les Invalides (Napoleon's tomb) is worth seeing and will really only take a couple of hours to appreciate fully - as i recall it was a fairly easy trip from the Effiel Tower.
Enjoy the little restaurants instead of going to higher price and big name restaurants that will charge you through the nose and not really please you any more.
