I think this is more down to the fact he couldn't. I doubt he would turn down the chance to sign some big name talented players if he had the opportunity.
He'd probably also enjoy not being in a monopolized league where any great player always ends up on the same team.

Dortmund are the second largest club in Germany and could buy pretty much anyone they want. They don't bc they run an effective business model and like most german clubs make huge profits.

People always say this about Bayern bc of Gotze and Lewa but its not true.
