Want to dabble some, never done it.. but want to do it myself. What is the best online site to do it? Is it free or any fees? If so what are they? TIA

Robinhood for commission free trades, but its app only, no site. There's a thread on page 2 where people have been passing forward invites.
Depending on what you are looking for, I'd recommend taking a look at Loyal3.com (also commission free).
There are limitations to the site (the trades are not real-time, and the stock selection is limited), but for a beginner these limitations are essentially training wheels and will prevent you from doing anything stupid that you don't really understand early on and losing a bunch of money; its a good way to start small in some really great stocks. Major downside to Loyal3 at the moment is that there aren't any energy stocks on there and there are some bargains in that sector right now.

Call Scotttrade. There may be a brick and mortar store near you. They gave me and my wife $1200 in free trades.

That's all and good but don't forget the liquor. You'll need it. Especially if you follow the penny stock thread.

Scottrade, as someone posted, or Schwab. Trades are usually less than $10. Some etfs are commission free with Schwab.
