Again, apples and oranges. In order to comply with desegregation rules, EBRSS was busing in AA students from North Baton Rouge. I think at one point Central High was 50% black. What saved those systems is that busing stopped.
The SG area isn't subject to desegregation and busing. The shitty students that go there now actually live in the area.

But I think that would be any goal of a new school district... to pull new students from the local private schools.
