re: True/False: Ferguson type riots could happen in Louisiana given a similar case

Katrina caused a massive infrastructure failure and extraordinary conditions. I think people underestimate the undercurrent of racial tension in this country, the midterm elections are a reflection of it. All it would take is someone to scratch the head off the zit in the right environment.
