Out of town protesters are not going to stick around long. Then when it's the last thing on everyone's mind, announce it on blistering cold February day. Preferably a bad winter storm.
You don't pour gas on a smoking fire. Wait for it to fizzle out.

Agreed. They are trying to wait them out. Make them spend their money and waste their time. Thin the herd a bit I think.
