OT Vet advice for my run over dog

I don't understand how you could do this and just keep on driving.
I need to know if it's ok to keep Curtis sedated and if so what should I use? I have Benadryl.

I mowed down a puppy that ran out in the highway once. The pup's entire family watched this unfold from their front yard just feet away. I didn't stop because it wasn't my fault and nothing good was going to come of it. I felt terrible though.

Who lets a puppy or any dog near the highway? No good can come out of a dog being loose ANYWHERE. They will either get hurt or hurt someone/something else.
