What's the purpose of this boat?

That's what they call a "Texas Style" flats boat, isn't it? The driving bench is elevated for visibility.

It's definitely a very shallow draft.
Probably used to maneuver in very shallow water. Dual hull lends stability for the raised controls.
Raised controls improve visibility.

Push pole sight fishing in the skinny water. I don't believe there are controls on top.

Yeah. Isn't that for poling and sighting tailing reds? Though it looks like it's in the center of the boat instead of the back where most poling "platforms" are?

The boat in the picture definitely has controls on top. You can see what looks to be the handle for the throttle control in the picture.
As another poster noted, push pole rigs are pretty much always at the stern. It would be pretty tough to use a push pole from a 10-foot high center console.

Poling platforms are located above the outboard.
This guy drives his boat from on top. It's a new sight fishing technique.
