Louisiana RS 32:197 Riding on Roadways and Bicycle Paths
A. Every person operating a bicycle upon a roadway shall ride as near to the right side of the roadway as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction, except under any of the following circumstances:
(1) When overtaking and passing another bicycle or vehicle proceeding in the same direction.
(2) When preparing for a left turn at an intersection or into a private road or driveway.
(3)When reasonably necessary to avoid fixed or moving objects, vehicles, bicycles, pedestrians, animals, surface hazards, or substandard width lane or any other conditions that make it unsafe to continue along the right-hand curb or edge of the roadway. For purposes of this Paragraph, a "substandard width lane" is a lane that is too narrow for a bicycle and a vehicle to travel safely side by side within the lane.
(4) When approaching a place where a right turn is authorized.

Look if it is a back road or very less frequented I am ok with that. What I do not mind is the idiot riding on a busy highway, road, whatever and going half the speed that everyone else is going.

To express ones frustration should never involve risking a cyclists life. It is a juvenile thing to do that could result in a tragedy. I'll admit they irritate me at times, but I realize the bigger picture.
Fwiw, they absolutely have a right to the road save for interstates.
That said, nothing drives me battier than when they opt out of a bike lane for the roadway!

No reason that cyclist should have been in the street holding up traffic, especially when the jackass next to him was going the same speed and blocking both lanes...

No. In this instance, IF he's going the speed limit, I have no problem with it. But for cyclist in general, you really thing everyone is averaging 25 mph on a bike? Absolutely not. I see this as the exception.
