I don't know if he's fought anyone with magic powers since the New 52 started, but I know prior to this he has copied Zatanna's magic powers.

Going to pull the Flash Defense here:
So Loki finds out he's going to fight a random foe from this tournament right? He knows it's on Monday, so on Sunday he teleports to moon and hangs out for a bit.
When game time comes on Monday, he mind controls another hero, let's say Strong Guy (lame hero), cloaks him as Loki and sends him to fight Amazo. Strong Guy isn't powerful enough, and Loki willingly throws the fight to see what Amazo can do. Loki finds out that Amazo copied Strong Guy's powers and he's strong. Cool.
So Loki immediately creates an intangible copy to gather some more information. Amazo is even more confused because there's nothing there to copy. He can swing, fly, shoot him with beams and nothing happens.
While confused, Loki teleports in, uses the scepter, boosts the power and decapitates Amazo with one swing.
Ball game. In a very Loki-like way.
Loki would never show himself unless he had enough information first, and that goes for almost ANY fight he can do that in. That plays heavily in his favor since Amazo's ability relies on Loki's presence being there. Amazo would only be able to copy Loki when Loki shows himself, which would be far too late.
