I think you can make a good case that not aiding the FSA allowed ISIL to grow.

The problem with your strategy is that at this point ISIL has plenty of resources. I think their real problem holding on to power is their radicalism. Currently Sunnis in Iraq (especially former regime military) have a marriage of convenience with them. But they don't want a world governed by a fundamentalist interpretation of Sharia.

Honestly? Not sure that cause and effect can be established. There is always a need to blame someone (this board being a perfect example) and there is no shortage of people who are willing to hate. ISIL can grow because it has fertile ground to grow in, not because we did not support FSA adequately.

My two cents.
