The entire city is already like that. My brother in law, for instance, lives outside the city limits - right up the butt crack of the 10/12 split. He is surrounded by BR but there an island of land that is not BR right there and he was surprised when I told him he didn't live in the city.

Isn't it strange that the Metro Council must keep Baton Rouge's boundaries contiguous, but the same body can ignore those common sense requirements for unincorporated areas? The Metro Council has no problem leaving unincorporated areas surrounded by Baton Rouge and isolated from agencies responsible for public safety in unincorporated areas. This is just another example of elected officials putting the ends ahead of the means. The Metro Council wants control of the revenue from the Mall of Louisiana, and it doesn't care whether the money belongs to the city of Baton Rouge or East Baton Rouge Parish. Just as long as it doesn't belong to St. George despite the fact that St. George would still be part of East Baton Rouge Parish.

Oh, it's complete bullshite. The only reason the annexation occurred was so that the city could preserve its subsidization from unincorporated BR. There was no petition necessary because the city simply jumped all the residential areas in the annexation.
And we'll continue to watch the slow bleed of the functional population out of EBR.

It doesn't matter. It's like a Game of thrones.
The status quo is safe.
City Hall has their money supply secured, and all education reforms for EBR were shot down at the legislature.
It will be business as usual. People have forgotten about the recent grade scandals, the Magnet people will have their schools to attend, and the teachers unions won't have to worry about losing jobs to a new school district.
It will be the same ole EBR Parish except I do see downtown kicking butt and rejuvenating itself (which is a good thing).
Nothing else is changing and SG folk will either have to make sure their child is smart and get them in a gifted or magnet program, save money for private school, or move to Ascension, Central or one of the education safe havens.
And the beat goes on.

I think it is silly that people in Shenandoah claim ownership of the mall. The mall is owned by.. whomever owns the mall.

That's the way it works.
That's our system.
BR gets the local tax revenue from Cortana Mall because Cortana Mall is in the city limits.
The Mall of La's would go to SG if it became a city.
There is nothing arbitrary. It's the law.
Now you can argue that SG is too big, or that SG should have different boundaries and that's fine; but the law isn't going to change. If a city incorporates businesses inside their city limits have their local taxes go to the city.
And by local taxes I mean taxes that are not dedicated to a designated entity like BREC, the school system, etc.
