First off, just know that no electric shaver is going to cut as close as a blade. Nevertheless, there are some that can get very close.
I prefer the foil over the rotary kind. I've had both, and the foil is much more efficient. With that, the two best foil brands are Braun and Panasonic. You can go really expensive ($200) or find something in the $60-$100 range in each brand. The thing I'd look most at is rpm's (basically just how fast the cutting mechanism moves). The faster it is, the more efficient it will be. The cleaning stations will also raise the price. I don't think they're necessary and certainly not worth an extra $30-$50 bucks. After initially looking at the top of the line Braun, I went with a mid-range Panasonic($80) that was just a fast. It does a better job than my old Braun, stays charged longer, and doesn't lose power as the charge goes down. You really can't go wrong with either brand IMO. So just get one that fits in your budget.

Braun
Would be my choice again. I just got another brand that works fine, but when it gets a little dull it's done.
