No. You can only sign (and enroll) 25 every year. There is however the 85 overall players limit.
Pretty sure they can still use those spots to count towards the 25 limit this year for any early enrollees in next year's class.
Then how do some of the classes have 26-34 players signed?

If they had the open slots in the fall (that is <85) they can count some guys backwards if some are early enrollees.
So a team who has 80 on a scholarship in the fall could sign more than 25 in the next class if those extra guys were Spring enrollees. The remaining would show up in the summer/fall.
