QB with its second pick
It's pretty simple: the most skilled, most likely guys to be big time QBs go in the first round. Wait til the 2nd-4th and the road is littered with chad hennes, Tyler Wilsons, Brock Osweilers, and geno smiths. Even if you do it the lottery with a Russ Wilson, they will have a huge flaw, which is why they fell in the first place.
It's my opinion you should use the high pick on a QB if you need one. If it doesn't work out, it's not the contractual albatross it once was, so you move on. Getting a high level QB foundation piece is the name of the game in the NFL

Because the Browns have 2 first rounders. Plus you might not have the chance to draft him in the 2nd/3rd round. The Browns just need a few playmakers, if you feel like a Carlos Hyde is what you need to get you there, you take him. Homerism.... They need offensive line help to a degree, along with a QB. The draft is deep at WR they may be able to grab Landry, Matthews, Beckham or another in the 3rd/4th round along with a RB. Go OLine, QB, RB, WR, DL in draft and they should be fine

I just think it's really, really hard (if not impossible) to win a super bowl without having a "franchise qb". Yes you can take safe picks year after year and build your lines but until you get that qb you are just stuck in the mud.
I would personally try and find "my" qb if I am one of the teams that have a top 10 pick year after year. If that means drafting a QB every two years bc the guy I picked isn't panning out then so be it.

battin about 50/50. Eli and Flacco are "franchise QBs" b/c they won super bowls, not b/c of their performances over their careers

The problem with Manziel as I see it:
If you dont have a strong arm, you better be accurate (Brees, Manning)
if you arent consistently accurate but have a cannon, you better be athletic (Kaep) or have some deep threats to throw to (Flacco, Stafford)
Manziel doesnt have a strong arm and he is inconsistent with his accuracy. That is a pretty shitty combination.
Other key questions
Does he come in early and stay late? Is he the kind of guy to put the time in and get better?
Bortles and Gabbert are not a good comparison. Bortles is smart and fearless and has huge upside for development. He just needs reps. Gabbert was pretty much tapped out in college with his development and once he lost his confidence he is shot.
I remember hearing on a NFL podcast with Dilfer where he said the difference between the college game and the pro game for QBs (besides the obvious speed and defensive complexities) is a college QB will be in a clean pocket the overwhelming majority of the time. In the NFL the QB has people in his face, on his sides, at his feet and hitting him on pretty much every play. That is the single biggest adjustment for a college QB. If they cant make the reads and throws consistently in college with much lower pressures and expectations, they wont magically be able to do it in the NFL

he was eaten alive by the wind in Tiger Stadium. Mett had no problem throwing in the wind. Manziel was useless throwing the football for two quarters of the game.

He played the final 2 games injured. He's going to test out huge at the combine. The only knock on him is his size, which also leads to durability questions
