The whole premise of cats is corrupt. Drop $60mil where there was 10 before and watch the fireworks. Having property taxes pay for public transit is redistribution. I'll bet less than 10% of cats riders pay property taxes, and that's being generous.
Here's a novel idea.. If the bus fees aren't covering the cost of the bus ride--raise the damn fee!! Charge the people using it. Oh yeah, that's racist to want people to pay for their own shite.

One could say the same about road improvements done in South Baton Rouge with tax payer dollars. Could have made them all self-funded toll roads - but that's more of a philosophical argument than it is a tale of corruption.
From what I understand, state legislators (and the black caucus in general) had their hands in the pockets of CATS and I think the corruption was when they gave an IT contract to Calvin Mills. Wasn't state Rep. Dalton Honore the one who did that?
I'm not sure, but nobody in St. George pays property taxes to CATS and as far as I know, Kip Holden has zero authority over CATS. It seems to be that a lot of exaggeration and misinformation is coming from both sides of this issue. I honestly think the city incorporation aspect is a power grab by certain factions of the legislature/local boss hogs, but hopefully I'm wrong.
