Jones has to earn starting job. Worilds next man up.

"He's been very productive. He's going to come in and compete, but he's not going to be given the position," Butler said. "Jason Worilds is here. He's the next guy up since [Harrison] has left, and I expect Jason to be better than he ever has been."
For all those Jones lovers who thought the Steelers were just going to throw Jones in and he would become a pro bowler.
That's not to say he won't start and he won't be good, but the way many were acting it was if he was already a hall of famer.
And this certainly sounds different than Payton saying they'd find a way to get Vaccaro on the field at either safety spot and the nickel.
My guess is they knew about his poor work ethic and this is how they're going to motivate him.

Coach speak IMO. Camp etiquette is to give the vet the chance to get the job. Pushes the rookie even more but still gives the Vets a nod

They are correct in giving the Vet the nod in camp but Jones will end up being the man come week 1.

I understand and acknowledge that to a degree, and Payton also said he could see Vaccaro in with two other safeties to not piss of Jenkins and Harper.

I guess my main point is that everyone acted like Jones was hands down going to be a starter no questions asked and he would be defensive roy, meanwhile saying Vaccaro might barely see the field and that he's not going to be anything special.
From what the coaches are saying, Vaccaro will see plenty of time and Jones may not even start.

Some people actually said he'd be a pro bowler or rookie of the year or a 15 sack guy amongst other things. Go look up the posts from when the pick happened to avfew days later.
