Imagine if a player in the NFL had to sit for a full quarter for foul play? You do something utterly stupid with 5 minutes left in the third quarter, you're out and can't rejoin the action until five minutes are left in the fourth quarter. Oh, and the 15 yard penalty is still enforced, so you've REALLY hurt your team at that point.
i'm not sure about how rugby minutes work, but i think the clock keeps running, yeah?
a quarter in football could last 45 minutes...you can't have players just sitting out 45 minutes in the middle of a game. that's just asking for injuries when they come back in

wider field changes radically hte type of athletes teams would have to recruit. players will get smaller and faster

The solution is to avoid committing the sort of penalty that would lead to getting binned, which in turn makes the game safer.
