Seems like a really good way for a school to report zero incidents in their annual reports. Cow the teachers into submission. Then everyone except the teachers can speak the dreaded nagger word unimpeded by school policy because teachers will stop enforcing the rules for fear of saying something that gets them fired.

I have a relative that was a close to retirement teacher for high school kids in Katy, Texas. One of his black students called him a “stupid fricking n-word” to his face in front of the whole class. My relative just said “I don’t appreciate you calling me a “stupid fricking n-word” and you need to stop that.
The kids set him up and took a video of the entire conversation. Then they put it on social media. Katy ISD fired him and said there was nothing they could do since the video went public. Now he is retired for sure.
