I think he just highlighted a hole in the existing rules cause it never came up so they clarified and codified it

The other rule was dumb anyway.
The DH and Pitcher are 2 different positions. Imagine if you had to change DH everytime you changed pitchers.

The rule may have worked against the Dodgers tonight though because it forced them to start him without enough rest. If they'd used him in relief, he would have had to take the field and would have ended the ability for LA to have a DH.

Seems like you should have e flexibility to use a player in the line up at any position.
