Always, because well behaved can change really fast. I had to boot a "well behaved" dog in the head on a hiking trail when it went after my kid.

I'd prefer the dogs on public transportation than 99% of humans.

ETA: Serious question, where do you "HAVE" to go with your pet? I have a yard, I dont really feel the need to take my dog anywhere other than walks.

Its public transportation. A well mannered pup or cat wouldnt bother me in the least.

No. If it doesn't bark or jump on people I'm fine with dogs most places other than sit down restaurants.

I have been bitten by "good dogs" enough times that I no longer trust such representations from anyone.
However, I opt out of her loud vulgarity and racist ranting.
It is possible to complain politely. At least for some of us.
