Federal judge rules NOPD can exit the consent decree

For those unaware, the consent decree has totally neutered NOPD and cost them officers, lowered morale, and directly impacted their ability to be proactive.


Combine with Troop NOLA, this is excellent news for policing in the city.

Hopefully this helps to clean up the seedy element on Canal and on the first 100 blocks of Bourbon and Royal.

The Consent Decree contains a broad array of separate tasks and goals detailed in more than 490 paragraphs and 110 pages; it reflects a shared commitment to effective, constitutional, and professional law enforcement. The Court approved the Consent Decree on January 11, 2013.

The Consent Decree is a broad, extensive blueprint for positive change, and it encompasses sweeping, department-wide reforms that understandably may require years to accomplish fully.

The Consent Decree requires the City and the NOPD to implement new policies, training, and practices throughout the Department, including in the areas of: use of force; stops, searches, seizures, and arrests; photographic lineups; custodial interrogations; discriminatory policing; community engagement; recruitment; training; performance evaluations; promotions; officer assistance and support; supervision; secondary employment; and misconduct-complaint intake, investigation, and adjudication. Additionally, the Consent Decree requires the appointment of a Monitor to serve as the eyes and ears of the United States District Court for the Eastern District of Louisiana throughout the implementation of the Consent Decree by assessing and reporting on whether the requirements of the Consent Decree have been implemented and whether that implementation is resulting in the constitutional and professional treatment of individuals by the NOPD.

Under the decree only black police officers were hired.

Beating and murdering citizens. No more drug dealing during work hours. Couldn't run whores while in the police cruiser.

The goal was to make NOPD accountable. It certainly overstepped and took away things like pursuits and how they handled traffic stops and searches. Curtailed some of the lack of accountability and weeded out a lot of bad cops.

Also brought a shitload of paperwork and "independent" oversight and costs. Think of adding two bosses to your job with all having a different idea of what your job is.

To give you an idea of how it made hiring harder. Right now, if you answer the application question of "Have you ever smoked marijuana in the past?" with a "Yes" your application will be thrown out.

No, that policy changed 3 years ago

They also got rid of education requirements and some arrest disqualifiers.

Fun fact: Landrieu did far more damage to the city than Latoya. I realize his dad was the city’s first black mayor, but still…

This is enormous news for New Orleans. The lunacy in that consent order is what created a systemic system of crime.

Same. Went to a youth football game at a BREC field @ Florida and Ardenwood yesterday evening. Wow.

Thought the dividing line was Florida. Nope. It’s Government now.
