That makes it sounds like an agent. He wasn’t CIA, he was a piece of shite that was caught by the CIA, brought on board to be an informant if he gave them valuable info on other corrupted powerful people.

Looking at his history online- I'm not entirely certain he would have been the dude interviewing rape victims and privy to CIA/Epstein ties.
A lot of his work was in CMS/medicaid fraud detection and prevention. I will come back and edit some screenshots.

Yep, I think O'Keefe routinely employs the "honey pot" method of extracting stories. (Half the time he has gay people chat up gay targets.) Almost always at a bar and almost always over drinks.
