For celebrations, why is gun pointing not allowed but shooting an arrow is? and swords?

Brandin Cooks did that for a while in the NFL then they started fining him. He did a thing where he’d take an imaginary arrow from a quiver, then pull back on a bow and release. Then he tried to change it where he took an arrow from a quiver and kissed his hands and raised them up. Then he did something where he took dueling arrows and stuck them in the ground or something. That was like a decade ago.
