FEMA is out of money

How did FEMA run out of money? It hasn't even been a bad year for natural disasters, has it?

FEMA has been out of money since before the Maui fire last year. They had to beg the Fed to fund them, Biden tied the infusion of money to funding for Ukraine. When asked if he would consider splitting the FEMA funds off from the Ukraine funding to speed up recovery and relief efforts he simply and emphatically said, "No."
