Keeping a gun in your locked truck is not "negligently permitting".
I take no issue with someone NOT wanting to keep a weapon in their vehicle. If you truly think storing in a vehicle is negligent then you must never CC. Inevitably there are places you cannot legally CC, in which case you must leave your weapon.....in your vehicle.
