Looking at a map of BR city limits, there’s only a few areas left that are unincorporated & not in STG lines. I would imagine BR would try to annex Monticello, Glen Oaks, & Centurion neighborhoods. Not sure about the South Burbank area.

Nope. There was nothing stopping BR from annexing them before. Plus the city would then need to provide them services/police protection. That’s more money out of their pocket for areas that pay little to no property tax (other than centurion).
There is also a process. They will never get this from those areas:

MOP does not represent the city. She represents Lamont Cole as a private citizen. But her using this kind of terminology she basically shows that this suit was filed by proxy for the city.

It’s a charade. The court already threw Broome out and the SC questioned how Cole even had an issue when they pointed out he wasn’t a resident.

White leaders from the burbs were starting to lose control of the city, so they consolidated the council in 1982.
Now that the black leaders in the city are running the show, the burbs want out.
