This is much more palatable of a theory.
But you are underestimating how much "influence" is essentially the same as control, when applied at the macro-level.
I'm not saying there is some sort of creepy, black robed illuminati, Satan worshipping club controlling all the levers at all times.
However, there is a small group of wealthy, influential individuals in the world that quote literally exert their influence in ways that can basically be equal to saying they control western countries. These same individuals also might or may not have weird, strange hobbies involving black robes, but that is irrelevant.
Many of these individuals may or may not be ethnically Jewish, but I am not sure if that has any significance in terms of their actions being done on behalf of a Jewish conspiracy. I personally think that it is as simple as a lot of rich, powerful people happen to be Jewish, and that's all I can really prove.

This is inevitable. Psychos always rise to the top.

Who?
How?
When?

If the "Elite Theory" is true, I would never be allowed. No baw from a working class background would

Depends upon how you define the term "elite."
There have always been leaders and followers, and there will always BE leaders and followers. If you define the term "elite" as a reference to those leaders, yes. They will always set the tone and direction, and the natural follower will ... follow.

A small, powerful minority with an extreme, unproportional amount of power, control, and influence.
The theory is that they still feed the population fairy tales about "democracy", free and fair elections, and will of the people. It is laughable that these people , with everything they have at stake, would simply place everything in the hands of the people.
It's fantasy land shite, and a nice fairy tale we were all told just like Santa Claus and the Tooth Fairy.

Idiocy. Yes, there are elites. Yes, they typically rise to power and when they acquire concrete control, misery and poverty follows.
"Malevolent" elites are a symptom that follows tyranny. These are generally fools who are eventually killed by the mobs they abuse. The "benevolent" elites are worse because they see themselves as gods and the systems they try to create as utopias. They are responsible for the worst acts of man and the greatest misery. The world is happiest when these elites are too busy struggling with their peers to get their claws into governance. When they come together or one rises to the top, a dark age is on the horizon.

This is true. Peace and prosperity for the masses is most available during times of conflict amongst the rulers. Having checks and balances on power creates an equalizing effect.
This is also how our government was supposed to behave. The courts, legislature bodies, and executive branches were all supposed to be at odds. As well as the other elite institutions like business, Church, medicine, technology, education, etc.
However now, they all seem to be speaking the same language and walking in sync with eachother. This cooperation amongst these elite institutions will create hostility towards the people, as they will be deemed a threat to their absolute power.

So we can have two different kinds of ruling classes. We can have the benevolent elites, and the we can have the malevolent elites. But there is no way to escape being under their control.
... you have to understand that these two groups will turn into just two groups of "lunatics with some money" when power is seized. Happens every time. ...

Thomas Jefferson was an elitist. He set up UVA as that type of school.

Our country was founded and has existed since then in opposition to Elite Theory until around the 1940's when the Elites began their process to infiltrate and fundamentally change our system.
Lawyers, DAs, judges, corrupt politicians, and embedded bureaucrats are the cancer that has destabilized the system.
Term limits for all except Supremes.
Deregulation and simplification of the business environment.
Iron clad election security.
A real economy with a balanced budget.
Give us those four things and our democratic Republic will exist forever.
All of the differences people have don't matter when the game is fair for everyone.

In your own life span has culture flowed from the bottom up or the top down?

Basically the idea that all governments and societies are ultimately controlled by a small minority... and true populism or a democracy is not realistic,
Not really. I believe that the interaction of power and resources (read: mostly money), when collected and used to control and influence by flawed humans ultimately lead individuals and groups down very similar paths no matter what. True benevolence is quite rare, no matter what people say they would do with power or money.
What looks like centralized control is really the general selfish, highly manipulative power dynamics that will always be at play at those levels. Humans are ultimately predictable when they begin to "act as gods," and most of us will act the same way.
Now, do groups in control sometimes manifest within these dynamics for some period of time so there is more of a consolidated effort - of course. But in those cases all involved are doing exactly the above - manipulating for selfish desires and when their paths align - the rest of us are screwed.
A tiny, tiny fraction of humans can actually wield power in a wise way. As good as the foundations of this country are - look at what the government has done through the years. We accept it, as we must, but it's done some evil stuff just to manipulate the world to its needs.

Going to depart from you on this. Elites have run things in all societies at various levels in successful societies. You need them. Think about the local levels There is a certain group that tends to influence how things are done in a town, Parish, county and state. Whether it be private types like families or long term entrenched politicians .
There is something to be said about continuity even as things change. You don't want the elimination of the Elite, or you get a certain level of chaos like the French Revolution, the Bolsheviks and China....or Pol Pot

Modern democracy may be run by elites but at least it's not based on blood lines like the monarchies we had for centuries. Some of those princes were mentally retarded but they were still heir to the throne.
OTOH, Saudi Arabia is doing pretty well run by the royal family. Of course those Muslims royals had the advantage of 4 wives pumping out tons of royal children.

Maybe not bloodlines but there is a bit of " inbreeding". Same schools, close relationships, etc. The Bushes are an example of this in our country and the Foreign Policy establishment as well. The higher ups in State in terms of the high ranking bureaucrats to a large extent are filled with family types. You might get someone from the outside like Kissinger but if you remember Peach Mint I all of a sudden you start hearing from these high level career issues and if you took a deep dive into the backgrounds, you'll find very few levels of degree of separation. If you saw the movie The Good Shepherd it really kind of goes into this. Dad is CIA....Junior becomes CIA
The same can be said of Whitehall in the UK.

A much simpler answer is voter preference
Multivariate analysis indicates that economic elites and organised groups representing business interests have substantial independent impacts on US government policy, while average citizens and mass-based interest groups have little or no independent influence.
