Not sure what you’re seeing, another video clearly shows a rocket incoming.
Hamas was in the middle of an announced barrage of rocket firings.
Israel isn’t firing rockets at Hamas.

Found a few examples of the sound those Qassam rockets make, and it seems like a match.
