Kid should ask what size is too large then get two flags made .01 inches smaller than the largest allowed size.

This is a First Amendment issue. The kid has the right to free speech and displaying the flag is an expression of his opinion just as spoken or written words would be.

Many states also have in their laws that the State highway safety laws preempt any local laws or rules. Louisiana allows for locals to adopt them under local ordinance to enforce locally, but they generally cant make up their own.
