Yes, normal (for the most part) human would be the way to go. Kinda what I meant about a Guard story.
40K is such a whacky setting that has, ahem, “borrowed ideas” from so many other IPs they came before them, but it works and is wide ranging. I’ve thoroughly enjoyed the novels under their Warhammer Crime label. Low-powered humans doing everyday life in the Imperium.

This is a setting where a main protagonist in a major book series recently opined “it ducks torturing innocent men women and children to death. I’m a psyker so I feel all their pain and confusion and it makes me feel bad. But that’s my job so what can I do.”
