That’s an extremely stupid idea. It usually always ends poorly for both parties.
My advice would be tell him to not get blinded by monkey because there is tons out there instead of ruining a work place relationship

Met one in Tokyo. Asked out pretty quick. Shot down. Waited for her to ask me out. Became invaluable to her. She asked me out. Got engaged in Tasmania.

Dating at work has always been potentially a train wreck ( and my grandparents met at work). What’s the old saying, “ Three things can happen when you throw the football and two of them are bad”? But now in the the Me Too era, it’s just begging for trouble and maybe an end to your career. Remember, HR is largely run by women.

Married a coworker and been married 20 years. Prior to that dated a few others. Not sure I would do that today, but 20 to 30 years ago your options were bars, church, work, or random encounters. The internet has significantly changed the dating game, and has made it easier to date without risking social issues in your day to day life if it doesn’t work out.
